PÄIJÄNNE-LEADER IN A NUTSHELL:
Päijänne-Leader ry is a registered association open to everyone. Its task is to promote development in the rural area in co-operation with the residents, communities, local authorities and other organisations. This work is done by implementing the Päijänne-Leader Development Programme for the years 2007-2013. The programme is funded by the Finnish Ministry of Agriculture and Forestry and the municipalities in the area. The funding granted by the Ministry consists of the European Union and national funding.
The Board of Päijänne-Leader decides on the projects to
be funded. The Board consists of 18 members, three from
each municipality. Six of the board members represent
associations and communities, six municipalities and the
remaining six private citizens living in the rural area.

STRATEGIC CHOICES
• Supporting small business sector and fulfilling its service needs
• Improving the quality of life for the residents as well as attracting new
residents, strengthening the existing excellent living conditions in the rural area
• Reinforcing local initiative and adding to social capital in the region
QUALITATIVE OBJECTS
• Inviting people to bring forth and experiment new job-creating ideas,
encouraging entrepreneurship and starting new businesses
• Reinforcing migration from town to country and living in rural areas; developing
new operational models to organize services
• Increasing the number of jobs in environmental and landscaping sectors, promoting village and civil action, improving co-operation between rural and
urban areas, creating international networks and improving know-how
THE PROGRAMME IS A TOOL FOR THE FUNDING AUTHORITY AND THE
PROJECT APPLICANT/IMPLEMENTER
The programme is a policy statement on how the rural area should be developed in
the forthcoming years. It is a tool for the Board of the Päijänne-Leader ry to guide
the implementation. The document describes what kind of activities the association
supports and it serves as a handbook for the project implementers, municipalities
and other regional authorities.
QUANTITATIVE OBJECTS OF THE PROGRAMME
• direct employment effect 80 man-years, i.e. job opportunities for 135 persons,
of which 70 per cent women and youth
• number of new businesses 40, of which 20 established by women and youth
• number of new jobs also 40, of which 15 for women and youth
• number of new service concepts 30, number of renewed service concepts
also 30
GRASS-ROOT LEVEL IDEAS FOR THE IMPLEMENTATION
The implementation of the programme is based on the development ideas by the local residents. The purpose is to attract new project applicants and implementers. Local doesn’t mean parochialism, being narrow in scope, but quite the opposite. LEADER programme offers a unique possibility to create networks and collaborate through projects at provincial, national and international level.
